PERM Annual Meeting

The PERM Annual meeting was held March 28, 2001 at the Elk River American Legion Hall. An annual business report was presented by outgoing PERM Chairman, Mark Rotz. In the last year, PERM raised over $168,000 to carry out its mission of promoting balanced solutions to natural resource management issues. In addition to an $11,000 bank loan, PERM has accounts payable of about $20,000 at its law firm for past work. If current trends continue, all existing debts should be paid this year! While PERM's membership count is down from the all time highs of a few years back, the current level seems stable at around 900, with many in the two and five year category.
An analysis of legal issues pending and PERM's options for action in the future were provided by Randy Thompson, from the law firm of Stapleton, Nolan, Persian, MacGregor, Thompson & Hynes. An important topic was his analysis of PERM's options when the five year "harvest phase-in period" ends at Mille Lacs Lake after next year. PERM, through the Landowners in the lawsuit, is the only group that can challenge the Chippewa Bands if they should attempt to declare 50% of the harvestable walleye in Mille Lacs Lake for themselves.
A motion was voted on and passed to amend the PERM bylaws. The amendment expanded the PERM Board of Directors from the previous level of seven, to nine board members. Elections were held to fill the new positions as well as for those whose terms had expired. Mark Rotz and Don Helmeke were each up for re-election, Pat Doroff and Lisa Mueller were nominated to fill the new positions and Ken Danielson was nominated to fill the position of Jim Moeller who was retiring with one year left in his term. All nominees were elected by voice vote of the membership.

The new Board held a short meeting following the annual meeting to elect the officers for the next year. Pat Doroff was elected Chair, Ken Danielson was elected Vice-chair, Scott Ebner was elected Treasurer and Doug Meyenburg, Jr. was elected Secretary.
